The root cause is not that reps cannot sell. It is that quotas are set without sufficient data, territory analysis, or capacity planning. Organizations that adopt data-driven quota methodologies consistently outperform those using top-down-only or flat-increase approaches.

The Weather Forecast Metaphor: Setting quotas without data is like a weather forecast based on wishful thinking. Multiple Approaches

Approach 1: Standard Blended Model

  • Criteria: 10+ reps, 12+ months of clean CRM data, established territories, single or dual sales motion
  • Execution: Full top-down/bottom-up blended model with territory weighting, ramp schedules, back-testing, scenario analysis, and CRM deployment

Approach 2: Accelerated Top-Down with Guardrails

  • Criteria: Fewer than 10 reps, limited historical data, or very tight timeline (e.g., quotas needed within 1 week)
  • Execution: Start with top-down allocation, apply lightweight territory adjustments based on available data, add guardrails (attainment caps, floor thresholds). Plan for a full blended model in the next quota cycle.

Approach 3: Multi-Segment Model

  • Criteria: 25+ reps across distinct segments (SMB, Mid-Market, Enterprise) with different sales cycles, deal sizes, and win rates
  • Execution: Build segment-specific sub-models with their own weighting factors and benchmarks, then aggregate to validate against company-level targets. Requires additional stakeholder alignment per segment.

5) Discovery Questions

Questions for Project Kickoff

Business Context

  • What are the approved revenue targets for the upcoming period (annual and quarterly)? (Anchors the top-down number)
  • What growth rate does this represent versus prior period, and how was it determined? (Reveals if targets are aspirational or data-informed)
  • Are there any planned territory changes, market expansions, or segment shifts in the upcoming period?
  • What is the approved headcount plan, including hire dates for any new reps?

Current State

  • How are quotas currently set? (Top-down only, bottom-up, blended, or ad hoc?) (Identifies the methodology gap)
  • What was the quota attainment rate last period? What percentage of reps hit 100%?
  • Do reps understand how their quota was calculated? What feedback have you heard?
  • Are there reps who consistently overperform or underperform? What drives the difference?

Data and Systems

  • Which CRM are you on (Salesforce, HubSpot, other)? What edition/tier?
  • How many months of clean closed-won data exist with rep and territory attribution?
  • Are territories formally defined in the CRM with account-to-territory mapping?

Information to Gather Before Implementation

CRM Data Export:

12-24 months of closed-won deal data including: deal amount, close date, rep name, territory/region, deal type (new/expansion/renewal), product line (if multi-product). Format: CSV or direct CRM report access.

Territory Definitions:

Current territory map with account assignments per rep. Include: territory name, assigned rep, number of accounts, and any account tier classification.

Headcount Plan:

Approved hiring plan with expected start dates, assigned territory, and any confirmed ramp schedule expectations.

Revenue Targets:

Board-approved or leadership-approved revenue targets for the quota period, broken down quarterly if available. Include any known constraints (minimum quota floors, maximum territory sizes).

6) Overcoming Common Belief Barriers

"We've always done it top-down and it's worked for us."

Top-down quota setting is not inherently wrong, but when used alone it disconnects targets from territory realities.
