This document covers the core concepts, decision frameworks, benchmarks, and calculations behind Sales Territory Design. It explains the "why" and "how it works" — the foundational thinking that informs territory planning decisions and ensures territories are equitable, defensible, and built to last.
1) Core Concepts
ICP/TAM Refresh & Account Valuation
What is it?
ICP/TAM Refresh is the process of defining your ideal customer profile (ICP), mapping your total addressable market (TAM), and assigning a dollar value to each account based on its revenue potential. This creates the data foundation that all territory decisions build upon.
Why does it matter?
Without clean account data and valuations, you cannot create equitable territories. As one architect put it: "It's going to be really hard to create equitable, fair, long-lasting territories without really clean data that we can use upfront."
Key insight:
"Anchoring it in real life numbers as much as you can is probably going to be the most tangible."
The goal is not theoretical market sizing but practical valuation you can use to balance territories. Even with limited customer data (45-50 accounts), benchmarking against existing contracts creates defensible valuations.

Segmentation Hierarchy
What is it?
The segmentation hierarchy is the ordered sequence of "cuts" that determine how accounts flow into territories. It defines which criterion takes priority when assigning an account - size first, then geography, then industry, etc.
Why does it matter?
The hierarchy order determines territory composition. Getting it wrong means accounts end up in the wrong territories or fall through gaps. The hierarchy also reflects how your sales team is organized and how deals actually get worked.

Key insight:
"No matter what, you're taking [named accounts] out first and then giving out the rest."
Named accounts and hyper-enterprise targets sit at the top of the pyramid because they get assigned regardless of any other criteria. A Fortune 50 company goes to the named account rep even if it's technically in someone else's geographic territory.

Common misunderstandings:

Misconception: Geography should always be the first cut. Reality: Size and named accounts typically come before geography. "Your first cut is from a graphic. Are you big enough to go into one bucket versus the other? So that's the first slice in the hierarchy, followed by a regional component."

Misconception: More segmentation dimensions = better territories. Reality: Add cuts only when the team structure demands it. "You just grow to the point where you run out of segmentation mechanisms" before adding another layer.
Territory Balancing (Volume + Value)
What is it?
Territory balancing is the process of distributing accounts across territories so that every rep has a fair shot at making quota. This requires balancing on TWO dimensions simultaneously: account count (volume) AND account value (opportunity).
Why does it matter?
A territory with 100 accounts might look equivalent to another with 100 accounts - but if one has 100 SMB accounts worth $5M total and the other has 100 enterprise accounts worth $50M total, they are fundamentally different. Reps can tell immediately if they have a "winning mission or losing mission the moment that they look at their territory."
Key insight:
"100 SMB accounts are not the same as 100 enterprise accounts."
Both volume and value must balance. Imbalance in either direction creates problems:
- High volume, low value = rep drowning in activity but can't hit quota
- Low volume, high value = rep dependent on closing one whale or they're done

Territory Object (CRM Implementation)
What is it?
A territory object is a custom Salesforce object that stores territory definitions and assignments as data records rather than hard-coded routing logic. It acts as a lookup table: when a lead or account enters the system, a flow queries the object to find the matching territory and assigned team members.
Why does it matter?
Hard-coded routing breaks every time someone leaves or territories change. A territory object enables code-free updates: "If somebody leaves the company... you just go into the object and update account team seller AE from X to Y and all of a sudden it's fixed moving forward."
How it works:
Each territory record contains:
- Territory name (e.g., "Enterprise - California - Healthcare")
- Matching criteria (size threshold, geography, industry)
- Assigned team members (AE, SDR, SE, CSM)
The routing flow:
- New account/lead enters
- Flow evaluates account attributes (size, location, industry)
- Flow queries territory object for best match
- Flow assigns to team members listed on matching territory record
Key insight:
"Instead of having to create a full flow with branches for everything... you can just build a flow that says, look for these strings - size, revenue size, your territory, your industry. And then based on those criteria, find the best match and send it to the right people."

Holdover Policy & Rules of Engagement
What is it?
Holdover policy defines what happens to in-progress deals and actively worked accounts when territories change. Rules of engagement define how disputes are resolved when ownership is ambiguous.
Why does it matter?
Without holdover rules, reps lose accounts they've been farming for months when territories roll out. "Your territory just got cut in half. Your quota is still the same. Go figure it out. It doesn't feel good."

Holdover Policy:
- How long does a rep retain accounts they've been actively working?
- How are open opportunities handled during territory transitions?
- What defines "actively working" an account?
Rules of Engagement:
- What happens when an account is right on a segment threshold?
- How do you handle headquarters vs. operating location disputes?
- What's the escalation path when two reps claim the same account?
Example (HQ vs. operating location dispute):
"American Express, everybody and their mother would say it's a New York account because that's where their headquarters is. But their operating headquarters was down the street from us in Scottsdale. That's where the budget was. That's where the team was."
Operationalizing disputes:
Rep clicks "I think this should be in my territory" → triggers workflow to current owner → accept or deny → if denied, escalates to manager/ops → system executes account movement if approved.
Territory Lifespan & Growth Planning
What is it?
Territory lifespan is how long a territory design should last before requiring redesign. Growth planning means designing territories with future headcount expansion pre-built, not as afterthought.
Why does it matter?
Mid-year territory changes destroy rep morale and pipeline. "You don't want to be halfway through the year and going, oh no, we got to redo territories. Like that's going to be incredibly disruptive to the business."
Key insight:
"Territories should last minimum 18 months (from mid-year design to end of following fiscal year)."
Growth planning approach:
Design territories with "pre-planned cuts" so expansion is a simple split:
"Here are the five territory pieces... you can farm in all five, but just know this is your anchoring point and that's what you're going to be on. And that way when you're pitching somebody new... you can tell them exactly what they're going to come into. Your guy on the field today knows exactly what they're losing well ahead of time."

Scoping Factors
1. TAM Characteristics
- Wide TAM (AI, horizontal products) → Focus on valuation over ICP definition
- Narrow TAM (specific criteria) → Deep ICP research with multiple qualification dimensions
2. Existing Customer Base Size
- <20 customers → More "finger in the air"; use available contracts as directional benchmarks
- 20-100 customers → Solid benchmarking possible; find closest prospect fit
- 100+ customers → Rich data for statistical benchmarking
3. Team Structure
- Flat team (generalist sellers) → Simple hierarchy (2-3 cuts max)
- Specialized by product → Add product dimension to hierarchy
- Specialized by industry → Add industry dimension to hierarchy
- Pod model (AE + SDR + SE + CSM together) → Assign entire pod to territory
- Overlay model (roles work across territories) → Define coverage ratios, not assignments
4. Geographic Complexity
- National US → State-level routing with California/NY exceptions
- California/NY heavy → City or zip code level granularity required
- International → Country-level minimum; consider region within large markets

ICP/TAM Approach Selection
Light ICP/TAM (Valuation Focus):
Best for:
- AI companies, horizontal products, "everyone is a prospect"
- Companies with strong existing customer base to benchmark against
- Time-constrained projects where valuation matters more than ICP definition
Not recommended for:
- Companies selling to specific niches (cybersecurity, healthcare IT, etc.)
- Products requiring specific technical prerequisites in the buyer environment

Account Valuation Methodology
Purpose: Assign a dollar value to each account for territory balancing purposes.
Approach 1: Customer Benchmarking (Preferred)
For each prospect, find the closest existing customer match and use their contract value as the baseline.
Account Value = (Closest Customer Contract Value) x (Penetration Rate Adjustment)
Variables explained:
Closest Customer Contract Value= ACV or TCV of the most similar existing customerPenetration Rate Adjustment= Factor based on account potential vs. current penetration
Worked Example:
Scenario: Valuing a prospect similar to an existing $50M customer
Given:
- Closest customer contract = $50M
- Prospect has 2x the potential (larger, more use cases)
- Use 0.75 hedge factor (don't assume full potential)
Calculate:
- Base value = $50M
- Potential multiplier = 2.0
- Hedge factor = 0.75
- Account Value = $50M x 2.0 x 0.75 = $75M
"If the contract is 50 million today, but you know they have potential to be 100, benchmark against the 100 or hedge it, make it 75."
Approach 2: Tier-Based Valuation (When customer data is limited)

Formula:
Balance Score = 1 - (Standard Deviation / Mean)
Higher score = better balance. Perfect balance = 1.0.
Worked Example:
Scenario: 4 territories with these total values
Given:
- Territory A: $45M
- Territory B: $52M
- Territory C: $48M
- Territory D: $55M
Calculate:
- Mean = ($45M + $52M + $48M + $55M) / 4 = $50M

5) Edge Cases & Deep Dives
Edge Case 1: California/New York Geographic Granularity
California and New York contain disproportionate business concentration - typically 15-20% of total US opportunity sits in these two states. Standard state-level routing breaks down when one rep gets California while another gets 30 Midwest states with the same total opportunity.
Approach:
- Analyze account distribution within California/NY
- Identify logical sub-state boundaries (Bay Area/LA/San Diego for California)
- Consider zip code level routing for high-density metros
- Balance sub-state territories against other territories
Sub-state territories should have comparable opportunity value to other territories, not comparable geographic size.
Edge Case 2: New Company with Limited Historical Data
Company has only 10-20 contracted customers. Small customer base makes statistical benchmarking unreliable, but "finger in the air" valuations undermine territory credibility.
Approach:
- Extract maximum value from existing contracts - each customer becomes a reference point
- Create customer archetypes (e.g., "large financial services" = a specific customer profile)
- For each prospect, find closest archetype and apply that contract value
- Apply penetration rate adjustments based on prospect potential vs. current customer penetration
- Document methodology clearly - defensibility matters more than precision

Edge Case 3: Partnership/Channel Complexity
When a company has significant partner channel alongside direct sales, account valuation and territory assignment become more complex.
"The partnership conversation just adds a lot more nuance because you're going to have to have a conversation surrounding cannibalization."
Approach:
- Define revenue attribution rules upfront (partner-sourced vs. direct)
- Determine if partner-influenced accounts should be valued differently
- Decide whether certain accounts are "partner-owned" and excluded from territory
- Consider overlay model where partner team works across territories
Edge Case 4: Horizontal Product with "Everyone is TAM"
For AI companies or horizontal tools where theoretically any company could be a customer, traditional ICP research is less valuable because the answer is "everyone."
"Their TAM is everybody... It's probably less interesting on the TAM side. The valuation is probably the more relevant part."
Approach:
- Skip deep ICP research - focus almost entirely on valuation
- Use consumption-based estimates if pricing is usage-based
- Benchmark against existing customers
- Create valuation tiers based on company size/potential usage
For horizontal products, territory balancing is more art than science. The goal is directional fairness, not precise equality. Quarterly valuation refreshes become more important.
Edge Case 5: Segmentation-Balancing Feedback Loop
You've designed a segmentation hierarchy but when you load accounts and attempt balancing, the distribution is unworkable. Theoretical cuts don't produce balanced territories.
"Once we get all the data, you realize all your assumptions in phase two are all effed up."
Approach:
- Accept that iteration is expected - this is not failure
- Load all accounts into balancing worksheet
- Identify where imbalances occur
- Return to hierarchy and adjust cuts (geographic boundaries, size thresholds, sub-state splits)
- Re-balance and iterate until workable
Expected iterations: 2-4 rounds between hierarchy definition and final balance.
Edge Case 6: Mid-Year Territory Requests
Client wants to start territory project mid-fiscal year. Changes would disrupt existing rep pipelines and morale.
Approach:
- Design for NEXT fiscal year start, not immediate deployment
- Use remaining current year to prepare, socialize, and refine
- Communicate future state to current reps immediately
- Define holdover policy for in-progress deals
- Only make current-year changes if territories are severely broken
Exception criteria for mid-year changes:
- Major acquisition/merger changes business fundamentally
- Rep departure leaves territory uncovered
- Territory is obviously unwinnable (correcting error, not redesigning)
