Valid below 10 reps, but Excel breaks at scale in a specific way: version control. Every Excel-based quoting system eventually fragments into competing versions that no single person controls. This is actually correct -- and the reframe is about sequencing, not delaying. Pricing & packaging strategy is a prerequisite for CPQ. If pricing is actively changing, the CPQ implementation will stall because every configuration decision depends on pricing inputs that keep changing [4].

The reframe: "You're right -- pricing needs to be resolved first. Let's separate the two: define your pricing & packaging as a distinct workstream, then implement CPQ once those decisions are stable. We can run them in parallel if the pricing work is close to done."
